Charged with product development and growth. Supports marketing personnel, brokers, industry professionals and outside employers to bring relationships to the credit union. Responsible for processing and maintaining all HSA accounts. Responds to members' questions, calculations, and service requests. Trains personnel on HSA rules and processes. Researches errors and makes necessary adjustment entries. Acts as a Health Savings knowledge base for branch employees. Keeps members informed of the status of their Health Savings accounts and sends required notices. Completes required government forms and documents and over sees required Tax Reporting. Reviews and updates HSA procedures. Acts as backup for Certificate Clerk and Certificate Officer. Performs necessary accounting and member service functions. Maintains files and records.


  1. Assumes responsibility for product growth, offering and development.


  • Monitors industry offerings and developments and makes recommendations for product enhancements.


  • Coordinates with IT personnel to make sure regulatory requirements are met, enhancements are properly tested, and made available to membership, and coordinates with outside vendors.


  1. Assumes responsibility for maintaining effective business relations with members, brokers, industry professionals, and government officials.


  • Responds to branch and member questions or problems promptly and courteously.


  • Gathers information required and keeps members appropriately informed.


  • Maintains the Credit Union's professional reputation.


  • Corresponds with industry representatives including Brokers, HR Directors and Business Owners to promote America First’s HSA product. Assists Marketing Personnel at tradeshows and Open-Enrolment sessions when necessary.


  1. Assumes responsibility for establishing and maintaining effective communication and coordination with Credit Union personnel and with management.


  • Maintains regular contact with other departments to obtain and convey information and/or to correct transactions.  


  • Conducts branch and department training involving HSAs.


  • Serves as a resource and backup for Certificate Officers and Certificate Clerks.


  • Keeps management informed of area activities and of any significant problems.


  1. Assumes responsibility for the accurate and efficient performance of HSA duties and related functions.


  • Processes and reviews all HSA reports and transactions including transfers, rollovers, originations, and distributions. Maintains HSA files and documentation.
  • Oversees corrections of special codes for HSA deposits and withdrawals. Researches and resolves discrepancies, variances, and problems.


  • Monitors HSA contributions and Sends required notices to account holders.


  • Oversees all required government notifications and forms processing including 5498-sa, 1099-sa, etc.


  • Processes postings. Works with new employers to facilitate new account setup and automatic deposit processing.


  1. Assumes responsibility for effectively researching, tracking, and resolving HSA problems or discrepancies.


  • Reviews forms and documentation for errors and informs members or branch personnel as necessary of changes or corrections.


  • Serves as a resource to members, branch personnel, and management regarding HSA issues.


  1. Assumes responsibility for ensuring that all HSA functions are completed in accordance with established policies, procedures, and legal standards.


  • Monitors procedures, policies, and service delivery. Modifies, and updates policies as necessary.


  • Conducts branch and department training involving HSAs.


  • Provides suggestions for improved service delivery.


  • Researches current regulations including HSA, IRS, and Truth in Savings and determines the impact on the credit union. Assures that all HSA procedures are in line with government requirements.


  1. Assumes responsibility for related duties as required or assigned.





  • College degree in finance or related subject or similar experience.

Required Knowledge:


  • Understanding of Business Accounts and Relationships.
  • Complete knowledge of Deposit Account, IRA, Certificate, FLEX and teller functions.
  • Working knowledge of the posting system.
  • Understanding of Data Processing System and related accounting functions.
  • Knowledge of related laws, IRS regulations, and Truth in Savings.


Experience Required:


  • Three to five years of credit union related experience required.



  • Excellent telephone, communication, and public relations skills.
  • Attentive to detail.
  • Comfortable presenting to groups.
  • Well organized, able to organize own work, and to work independently.
  • Ability to assist others.
  • Good math skills.
  • Able to operate required computer applications, calculator, telephone.
